The law should obey the law, and will!
1. Absolute Compliance of Judges, Lawyers, Officers and County Employees with ALL Rules, Standards, Policy, Canons, and Professional Codes of Conduct and Ethics.
2. The Highest Professional Standards for those Quality Deputies that Remain Employed.
3. Effective Budgetary Restraints and Maximum Utilization of Taxpayer Assets.
4. Properly Investigate All Deaths and Reopening Questionable Cases.
5. Protection of Residents from State and Federal Law Enforcement "Schemes"

Two Question Answer Request.
To the Citizens of Jo Daviess County
The absolute most pressing issue in Jo Daviess County Law Enforcement today,
is the failure of Sworn County Officials and Officers to follow Due Process
and Statutory requirements concerning the conduct of their duties. Violations
of Illinois Statutory Law are occurring for one of two reasons. First reason,
is a breakdown of training and understanding of those duties. Second, and more
likely cause of failure, is the willful disregard of those duties. A culture
of willful disregard occurs, from a failure to hold County Officials and
Officers accountable for those violations of their duties. The specific areas
of disregard that regularly occur by Officers, is Illinois Statutory Law
concerning the Rights of the Accused 725 ILCS 5/103 and Search and Seizure 725
ILCS 5/108. We citizens of Jo Daviess County are entitled to absolute
protection of our Constitutional Rights and Statutory Protections. Citizen
protection occurs from a flawless and technical application of those Rights
and Protections. As citizens, we should be free to travel and live our lives
under the "Presumption of Innocence". We should not succumb to State and
Federal law enforcement "schemes" that thwart our Rights. Due process of the
Constitution should apply. Officers, Judges and Lawyers who violate those
rights, upon citizen information, should be dealt with. The full force of
Illinois Statutory power given the Chief Law Enforcement Officer should be
used for our protection. Other serious issues are, our tax money should be
spent wisely. Our assets should be utilized efficiently. Our prisoners should
be afforded Mental Health considerations. Investigations should go where the
truth and the facts take us. No political considerations should be made
regarding repercussions or consequences as to where the facts take us. I will
institute a new "Rules Compliance Culture" for our County. A "New Culture",
based on my 26 years of experience in the unforgiving environment of Federal
Railroad Regulatory Law, where Rules Compliance is the Rule! Further
