What is Wrong with the Current Sheriff?

1. The Sheriff is unable to arrest certain people of the Courthouse when they have violated the Law. With the colluding nature of the relationships of the Judiciary, Attorney and Law Enforcement people, they are unable to comply with their Oaths. An example is a documented felony concerning a Class 4 Felony in Sheriff Case # 2000-0894. Theft by the adopted daughter of the Public Defender Robert A. Bush. The paperwork, responses and bill of sale clearly indicate the facts. The Sheriff cannot arrest account??????????? Ask him.
2. With the Dan Curly murder in 1996 we have a perfect example. According to Dan's father, the autopsy indicated cause of death was 26 blunt trauma injuries. The pathologist was from outside the County. Bill Miller was unavailable and is not licensed to do autopsies. According to my information, the listed cause by Bill Miller was hypothermia. The body was left to go cold many hours after its discovery. The body laid outside while the police figured out what to do. Dan Curly may very well have been alive when first discovered. A recent person laid outside for four hours in cold weather with a core temperature of 80 degrees and was revived with no problems. There was no visible indications of life to the untrained. But the officials got the person to the hospital instead of letting it lay around going cold. This person lived.
While researching the proper procedures, I found out there was no authority to move the body. So five days after the fact, Deputy Brian Melton was sworn in as Deputy Coroner, the only person listed in the County to move bodies when the coroner does not show up. I was at County Clerk Jean Dimke's office getting the documents and guess what? There was only one, five days after the fact. These are Class A misdemeanors by the way. How many other bodies are not being handled properly? Bill Miller, the current coroner, has only been involved with a few of the eight or so suspicious deaths the last several years.
3. Another example. On December 9, 1999 I returned my step son to the Jo Daviess County Sheriff Department. This child called me at 12:30 a.m. and was crying and said his mother, attorney Robert Bush's adopted daughter Stacey, was not at home and he was scared and come pick him up. This boy stated to me his mother had been hitting him and showed me where the bruises were. I wrote a report to the Sheriff stating the facts. That Stacey Bush had her son taken away from her by DCFS in 1990 after a psychiatric breakdown on Main street Galena when she was hauled off by the city cops. That she was committed to a psychiatric care facility in Monroe Wisconsin for an extended stay. That her diagnosis is Borderline Personality Disorder. Fact: 80 % of those diagnosed with this Disorder have suffered Child Abuse and Sexual Abuse. That she is a convicted Domestic Abuser. Guess what they did, according to the child who I talked to just recently, they violated the 325 ILCS Statutes concerning Child Abuse Reporting to DCFS! The Sheriff Department fed the child a bowl of cereal and pop tart and sent him walking home after the mom said nothing was wrong on the phone.
4. How about the body of Dennis Rhomberg that was found recently at the bottom of a bridge on U.S. 20 West of Galena. Another "accidental death"? We are suppose to believe that this person was trying to walk on the rail of the bridge late one night and slipped and fell. I talked to a local cop in my home and was told that a Deputy and the dead Rhomberg were seeing the same woman who lived up at the apartment building next to the Moonlight Garden. True? I do not know. Around here we get them in the ground quickly and let Becky Sisco of the Telegraph Herald do the reporting! People just do not fall off bridges, Sheriff Allendorf.
5. How about the twice convicted violent felon on probation here in Jo Daviess County. Case 99-CF-94. I was at the sentencing doing some research. He is in constant violation of his probation. You can find him anyplace a rock band is playing and they serve liquor. The latest docket information shows him to be in compliance with his terms. This particular felon has first hand direct information of the corruption of the Jo Daviess County legal system, aka Robert Bush and the Honorable Judge Sprengelmeyer. The Honorable Judge Sprengelmeyer also cut this guy a sweetheart deal on 11-05-99, the same day I was allowed back in my residence after five days of illegalities authorized by this same Honorable Judge. Docket information shows that attorney Robert Bush represented this convicted felon at one time. So instead of being hauled up in front of a Grand Jury extracting information on corruption in Jo Daviess County, he gets a free pass. Instead of spending seven years in Statesville Prison like he should, he gets to prey on our wives, daughters and children. I saw the trial photos of the guy he worked over and it was pretty gruesome. Guess who helped? Former States Attorney Chip Roddick. At the sentencing on September 25, 2000; Mr. Roddick even tried to keep it off the record and passed a piece of paper to the attorney Paul Jensen. Jensen told Roddick that Judge Kelly needed it on the record. That is the way it is suppose to work. Not trying to keep Public Information from the Public.
6. How about the Chief Deputy Brian Melton. After finally wrapping up the truth about the illegal raid and looting of my house by the Jo Daviess County Court and Legal system. I was finally armed with a brand new Court Order signed by Judge Kelly on November 9, 2000. It "Void Ab Initio" all the previous Orders of the Honorable Judge Victor V. Sprengelmeyer. "Void Ab Initio" means it never should have been issued from the start and is void from its inception and never should have happened. A little late though, seeing how all the damage was already done. It returned all my property back to me. But guess what? Sheriff Allendorf was in Quantico VA getting trained by the FBI. Who was in charge? Chief Deputy and then acting Sheriff Brian Melton. By the way, Brian is now in Quantico VA under going the same training by the FBI at taxpayers expense.
So with my new Order, what do you think happened here in Jo Daviess County? Brian Melton blew me off for five days and put himself in Contempt of Court. Finally, during one of our numerous phone calls, Brian says, "You'll get your property back at my discretion". I asked Brian if he had the Court Order in front of him and he said he did. I said to Brian, "You see page two, where it says "Wherefore it is Ordered, Adjudged and Decreed that"; line B that's the one that applies to you Brian, "That the Sheriff Department is Ordered to return the respondent's firearm collection to him". " Brian, I did not see any reference to your discretion." Brain said, "That is the way it is!" I said," O.K. Brian." I then made a phone call to the Illinois State Police Commander immediately on November 15, 2000 at 5:06 P.M. Guess what happened? About eight minutes later Acting Sheriff Brian Melton called back and said, "You can get your guns back tomorrow!" I said, "Right answer Brian!"
One other note. It took Sheriff Allendorf's Department six hours to execute an "ILLEGAL" Order. I had the LEGAL ORDER for over a Year and it was never completely enforced! Not a professional way to run a Department.
7. I recently attended a Mental Health in Criminal Justice seminar last November 2001. Invitations were sent to all in the tri-state area in Judicial, Attorney and Law Enforcement. I was the only one who attended from Jo Daviess County. I had hoped to see numerous individuals from our County. It was worth continuing education credits on top of it. We had a Nationally renowned speaker and debate. A wealth of information.
8. BUDGET ITEMS!!!!!!!!! As the old adage goes, "Follow the Money!" To start off, I have reviewed the income and expenditures. The first thing you notice is that it is GROWING! The second thing you see it is in the RED! No hope. Just continuing minus signs by various accounts. What do we do? First we need to reduce forces. That means Deputies not having jobs. Preferably Deputies who should not be officers to begin with. Then we need to get our vehicle fleet under control. That means shift sharing, with those remaining officers, like on the Railroad and elsewhere in private industry. We also need to get our communications costs contained. We spend close to $40,000 on Radio Transmitter support and facilities. Almost $40,000 more on phone bills! We to make the Department use radios at all times with all conversations recorded, just like elsewhere. So when someone messes up we will have it on a record. The days of cell phones growing out of the ears of Deputies should be over!
