Chairman Jack Zillig says there was an independent investigation of the "incident"?

That "incident" is documented commission of Felonies!  Who did the investigation? Why was the victim not contacted? Chief Deputy Brian Melton investigate it? Why not have State's Attorney Weber convene a Grand Jury?  I gave Mr. Weber a report on items last summer, complete with the Grand Jury witness list. I have served on a Grand Jury for a year and testified in front of a Federal Grand Jury. I have experience. Put me in charge of it for about four hours and about six or seven witnesses from my list and you will have the whole story. 

This reminds me of the joke about the person who was looking for his lost cars keys under the street light because the light was better there. Even though the keys were lost somewhere else.

Jack says, "The committee and the board appropriated funds to cover necessary costs with full approval. People who are making these claims don't know the budgeting procedures."

With all due respect Mr. Zillig, I am holding in my hand the County Treasurer's report prepared for me on 12-03-01. There are about 214 different accounts for expenditures. 89 of those accounts show deficits at the time of the report. For an example, take account #001-619.-102 Capital equipment replacement. Budgeted $39,373.00 Expenditures $87,111.29. Deficit $48,738.29. How about Department 110 Sheriff Account. Budgeted $823,230.00. Expenditures $951,214.90. Deficit $127,984.90. Maybe I missed that day at school, Jack. Maybe you can give me a budgeting education while you are showing me a copy of the "independent investigation." How did that quote go again Jack? "The board appropriated all the funds necessary to cover the budget." What happened?

County Board Meeting 3-12-02 Citizens of Jo Daviess County: I would like to let you know I attended my first, and by no means the last County Board meeting at the Jo Daviess County Courthouse. I was touched that the Pledge of Allegiance was said. It would be nice to have some compliance around here when we say ".....and Liberty and Justice for All." The purpose of my appearance there was to submit to the Board, three 5 ILCS 140 Freedom of Information Requests to the Board, State's Attorney and Jo Daviess Sheriff Department. These requests were prompted by the comments above of Mr. Jack Zillig. The requests were specifically for the "independent investigation" referenced above. Also, five years worth of Wiretap Summaries to the Illinois General Assembly. These are the non confidential, general information Statute mandated reports by the State Attorney of every County. I will keep you posted on States Attorney Weber's response and compliance, or lack thereof in the future.

A summary of the Board meeting kind of goes like this. They like to spend money. There are several fiscally prudent members, but generally any reason to spend money is a good reason. The "Spenders" outnumber the "Prudent" about 3 to 1. So we need to get more fiscally prudent people on the Board. Mr. Weber's secretary went up three pay grades from a 3 to a 6 level. 6 is the top level. Apparently a 5 level was recommended by a committee. That was noted by a member. He stated why have committee recommendations if we do not follow them. Good point. We can use this site to get candidates and policy formulated and take back control of the County. This is going to be a multi-year, multi-election process. It can be done. So let's do it. Thanks. Greg.
